What Is a Stop?

A “stop” is what comes before an arrest.

An officer who encounters any person under circumstances which reasonably indicate that such a person has committed or was about to commit a crime can temporarily stop that person.

If the stop is longer than reasonable then it is a detention. Being stopped “briefly” and being detained “longer” has constitutional implications.
